LETTER: So just what is revenue neutral?

Jim Payne’s recent letter to the editor about taxes levied by Lee County Commissioners and Sanford City Council leaves readers wondering why his analysis was so incomplete.
He neglected to report that the commissioners took approximately $1.5 million from the council by reallocating the way the sales tax is split by the municipalities and the county.
It was an injustice since more than three-fourths of sales taxes collected in the county are collected within the city limits.
He also fails to mention that this was a re-evaluation year. Most of the time the taxing governing bodies usually lower the rate, but that doesn’t mean that it is revenue neutral. It depends on the taxable amount after the re-evaluation.
So you have to have the numbers if you are going to know who and what is revenue neutral.
